DeepSeek API in Pakistan: USDT top-ups (no PayPal needed)

The PayPal-shaped hole

Pakistan has millions of developers and freelancers, and no PayPal. That single fact rules out a huge share of foreign SaaS: most AI APIs assume either a working card with international transactions enabled, or PayPal. In Pakistan:

PayPal does not offer accounts to users in Pakistan, so "just pay with PayPal" is not advice, it's a dead end.
Local cards are often not enabled for international transactions, and enabling them is bank-dependent and inconsistent.

Do I need PayPal at all?
